Frank M. Ivoska, CIH
President
Mr. lvoska has over 20 years of broad range Environmental Multi-media and Industrial
Hygiene work experience. He has held environmental and health program management
positions and is experienced in all phases of permitting, regulatory development
negotiations, regulatory compliance investigations and compliance assurance work.
Mr. lvoska has gained direct experience with the federal operating permit program
through the coordination and stewardship of the Title V program for multiple sites
of a major petrochemical company on the Texas Gulf Coast. Mr. Ivoska is also a
Certified Industrial Hygienist and has been responsible for developing and managing
the health programs at major petrochemical companies in Texas, New Jersey and Ohio.
David C. Gibson, P.G.
Vice President Operations
David Gibson has 17 years
of geology and environmental experience with a B.S. degree in Geophysics
and graduate course work in Applied Hydrogeology, Advanced Hydrogeology,
and Engineering/Environmental Geology. He serves as a senior environmental geologist
with duties that include providing scientific and technical support for environmental
assessment projects. He has performed numerous Phase I, II, and III Environmental
Assessments projects and possesses excellent technical writing skills. Mr. Gibson
has conducted over 200 Treatment, Storage, and Disposal Facility (TSDF) audits across
the USA for the purpose of liability assessment, and has served on seven audit teams
conducting comprehensive internal environmental compliance audits for Alcoa Aluminum
Company. He speaks conversational Spanish and has conducted soil investigations
and auditing projects in the United States, Canada, and Mexico.
Robert C. Pearce Vice President regAction™
Mr. Pearce has a BS in Chemical Engineering and serves as the technical lead and project manager for the development of regAction™. Prior to working at IEA, he worked with a Houston area environmental consulting, emissions performance, and testing firm.
This involved conducting performance
and compliance testing on a variety of emission sources in accordance with EPA and TCEQ
reference methods. His involvement covered all aspects of test programs, including:
project development, overseeing field testing, developing efficiency strategies,
conducting laboratory analyses, and preparing reports submitted to clients and regulatory
agencies. In this environment, he developed an understanding of various testing procedures
and methods employed by the industry to evaluate emission compliance. As a Project Manager at
IEA Inc., he has participated in extensive emissions inventory reviews, regulatory
assessments, and preparation of various spill response plans for chemical manufacturing
facilities in the Houston area. These reviews involved identification of emissions
sources not previously permitted, an evaluation of emission calculations for consistency
and accuracy, determinations of compliance with State and Federal Regulations and
preliminary Title V assessments.
Leon P. Lirette, Jr., CECM Project Manager
Mr. Lirette has over 15 years of experience in conducting and managing various projects relating
to Solid and Hazardous Waste Management, Transporter and Treatment, Storage, and Disposal Facility
(TSDF) Audits, Phase I, II, and III Environmental Site Assessments (ESA), Due Diligence Investigations
and Government Environmental Projects. He has managed projects in New York, Washington D.C., Georgia,
North Carolina, South Carolina, Alabama, Texas, Louisiana, Florida, Mississippi, Kansas, Oklahoma and
Panama City, Panama. His experiences have included projects pertaining to Soil Remediation, Wastewater
Treatment, Industrial Hydro-blasting, Confined Space Entry, Tank Cleaning/Removal, Waste Disposal, Waste
Manifesting, Waste Characterization/Profiling, Sampling, Regulatory Compliance Reporting and Environmental
Plan/Program Development. Mr. Lirette has experience in the Oil and Gas Industry, Petrochemical Industry,
Utilities Industry, Refining Industry and Manufacturing Industry.
